The city of Västerås is growing and is Sweden’s sixth-largest city. Every year Vasteras gets about 1,000 new residents, and at the end of 2012 there were around 140,000 residents in the city.
The population increase is mainly due to positive net migration and Västerås is the largest local employer. By the end of 2010, they had about 10,000 employees, including 7,500 permanent employees and 2,500 temporary employees.
The Challenge
Västerås Stad needed to be able to manage competencies to attract and recruit new employees with the right skills, develop and retain employees and help the employees adapt to changes in the business or employee group.
The Solution
Västerås Stad was in need of both a structural competence management system and a traditional learning management system with high usability.
In 2013, Västerås Stad chose Xtractor and Totara Lear combined with Comaea and Wise group. By integrating the two systems, Västerås started their journey to enhance their competence management.
They needed to work with both strategic and operational competences and connect in-house and external learning, which Xtractor’s solution helped them achieve.
Now that Västerås Stad has been working with competence management for a few years, they’re ready to take the next step by defining competence profiles for both employees and managers, and from that developing a course catalogue with more advanced learning solutions matching the competence need.
The Results
With Totara Learn and Comaea, Västerås Stad has been able to make the right decisions regarding mapping and development of competencies, and has significantly improved its ability to manage employees effectively.
